New Program Funds Solar PV Systems and Energy Storage Batteries for Small and Medium-Sized Enterprises!

Energy Storage Solutions by Solarity BG

The Ministry of Regional Development and Public Works of Bulgaria is preparing a new support measure for micro, small, and medium-sized enterprises –
BG16FFPR003-4.011 “Support for Photovoltaic Systems and Energy Storage Facilities,” under the Regional Development Program 2021–2027.

The procedure targets enterprises located in Stara Zagora, Pernik, Kyustendil, and the 10 municipalities in the Maritsa Basin, aiming to accelerate the transition to sustainable energy.

Program Components:

Component 1:
Solar PV systems up to 1 MW for self-consumption, with up to 65% funding (maximum BGN 3 million).

Component 2:
Solar PV systems up to 5 MW for energy sales, with up to 55% funding (maximum BGN 6.5 million).

✅ Installation of a battery storage system is mandatory under both components.
Projects must be implemented by qualified contractors registered under Article 21 of the Renewable Energy Act (ZEVIE).
The program is expected to open for applications by the end of November 2025.

Eligible Applicants:

Micro, small, and medium-sized enterprises registered and operating in the eligible regions and municipalities.

Minimum turnover for 2024:

  • Micro: ≥ BGN 100,000

  • Small: ≥ BGN 250,000

  • Medium: ≥ BGN 800,000

⚠️ Projects cannot be implemented on leased properties — only on owned sites or with an established construction right.

Technical Requirements:

  • The battery must provide at least 1 hour of full storage of the PV plant’s capacity, or equivalent configurations (e.g., 2h/50%, 4h/25%).

  • The contractor must be a legal entity employing qualified specialists registered under Article 21 of ZEVIE.

  • The PV system and battery storage must be implemented by the same contractor.

Eligible Costs:

  • Procurement and installation of PV modules, inverters, structures, and batteries

  • Design, construction, and technical supervision

  • Grid connection costs

All expenses must be directly related to the construction of the PV system and energy storage.

Deadlines:

  • Maximum project duration: up to 24 months

  • Program end date: December 31, 2029

  • The procedure is currently under public consultation (until mid-November), and the official call for proposals is expected by the end of November 2025.
